In May 2024, the State Administration for Market Regulation (SAMR) issued the "New Regulations on the Supervision and Administration of Measuring Instruments," introducing special governance measures targeting the fraud of commercial electronic scales. The new regulations clarify that electronic scales used in supermarkets, farmers' markets, courier outlets, and other places must undergo mandatory verification, with the verification cycle shortened to 6 months, and unqualified products are prohibited from use; at the same time, manufacturers are required to install anti-fraud chips to prohibit unauthorized modification of measurement modules. Previous inspections by SAMR showed that the unqualified rate of commercial electronic scales in 2023 reached 12.3%, with the main problems focusing on unauthorized adjustment of errors, tampering with measurement data, and failure to conduct verification as required. After the implementation of the new regulations, regulatory authorities will adopt a model of "double random and open" inspections plus intelligent monitoring (such as remote data traceability), imposing fines of up to 500,000 yuan on fraudulent merchants, and revoking the business licenses of those with serious circumstances. Consumers can query the verification certificate by scanning the QR code on the electronic scale and call 12315 to complain if problems are found, and the regulatory authorities promise to respond within 72 hours.
